Detailed Job DescriptionThe purpose of the Federal contracting and Research Compliance Specialist is to perform a variety of key tasks associated with sponsored projects, work in collaboration with Sponsored Programs Accounting, funded Principal Investigators, external Sponsors and college or unit management.
The specialist is a key point of contact for federal contracting activities with sponsors' contracting offices and for faculty; as such this person communicates rules and regulations governing federal contracting sponsored programs, negotiates appropriate terms and conditions, and provides project management guidance. This involves developing a close working relationship with the faculty and staff, department heads, directors, deans, and vice presidents, and external sponsors.
Responsibilities include:
Provide proactive support in the negotiation and acceptance of federal sponsored contracts including:
- Negotiate appropriate and acceptable terms and conditions related to federal contracts and agreements that (are mutually acceptable to RIT and the sponsor;
- Serve as a resource for SRS staff in negotiating FAR, DFAR, DEAR, and other applicable federal contracting terms and conditions;
- Remain abreast of trends and issues associated with Universities contracting with the Federal Government;
- Reinforce information given to principal investigators and administrators regarding their responsibilities associated with managing sponsored projects;
- Maintain the confidentiality of information generated during the course of a project;
- Ensure compliance with applicable non-governmental rules and regulations;
- Disseminate contractual language appropriate for universities contracting with the federal government directly or as a pass-through;
- Verify institutional cost-share commitments, tuition waivers, and facility usage as appropriate for each project
- Negotiate Non-Disclosure Agreements and proposed changes between various sponsors and entities and RIT;
- Determine compatibility of terms and conditions with existing RIT policies and procedures;
- Consult with RIT legal counsel on issues pertaining to contracts and agreements as needed;
- Maintain working relationships within RIT, including SPA, principal investigators, and college/unit administrative persons; and function as an active and proactive member of our professional team - help out when needed and aim us all toward growth and efficiencies in grants and contracts
Provide proactive support and management of federally sponsored contracts including:
- Participate as SRS staff on various university committees involving contracting or research compliance and management issues;
- Coordinate with EHS staff to ensure proper Pl and lab knowledge in the award and post-award process of RIT and regulatory compliance issues involving environmental, health, and safety in research contracts; including, research involving radiation and chemical inventories;
- Take a proactive role in making these issues part of Project Initiation Meetings and part of post-award SRS contract management;
- Prepare and distribute Terms and Condition Summary documents to Sponsored Programs Accounting (SPA), principal investigators, and administrative liaisons;
- Initiate and Coordinate Project Initiation Meetings, grants management team meetings, and SPA communication exchanges, as necessary;
- With Principal Investigators, determine appropriate benchmarks to ensure effective project management;
- Request the creation of grant accounts and disseminating award information to SPA, principal investigators, and administrative liaisons;
- Coordinate award data entry into the Sponsored Research Database, including initiating reports and analyses of funding;
- Create and maintain sponsored project award files;
- Respond to requests for information from SRS staff, the RIT community, and external sponsors, which will include the preparation of reports;
- Communicate changes to the external sponsors and seek approval of such changes;
- Prepare and submit final closeout reports to external sponsors;
- Participate in the offering of educational seminars and workshops for RIT faculty and staff on topics related to administration of sponsored projects;
- Work closely with the Research Administrators within SRS to coordinate paperwork transfer for new awards
