What you will be doing:
Located within the Facility Professional Services (FPS) division, the Senior Project Manager serves as the supervisory or expert level project manager within the Planning and Project Delivery (PPD) Program. In this role, you will be responsible for managing assigned projects and tasks, and providing management oversight and technical guidance to the project delivery team, which is comprised of architects, engineers, construction project coordinators, facilities services coordinators, facilities planners, and analysts. You will produce or oversee the production of complex, multi-disciplinary plans, studies, reports and other technical assignments relative to facility-related improvements and upgrades on the State Capitol Campus and other DES-managed facilities.
Who we are looking for:
The ideal candidate is a dynamic project manager with a broad-based knowledge of architecture, civil engineering, mechanical engineering, electrical engineering, and construction management. You also possess a working knowledge of applicable state Public Works laws and related codes, and applicable federal, state, regional and local laws, codes, standards, and industry-specific practices related to professional consulting and construction contracting.
Duties
Some of what you will enjoy doing:
Team Administration and Supervision:
- Work collaboratively with the Planning and Project Delivery (PPD) Program Manager, Assistant Program Manager, and the Assistant Director of FPS with the management and oversight of assigned planning projects, capital projects and other technical assignments to the project delivery team.
- Provide overall management and technical oversight to a project-specific delivery team, which may consist of agency staff and private architectural and engineering consultants, professional service provides, private contractors, and maintenance personnel.
- Participate in or lead project management and fiscal reviews/audits to ensure capital projects and other assignments remain within defined scopes of work, established delivery schedules, and within approved budgets.
- Assure appropriate and optimum use of state and agency resources, and provide on-the-job (OTJ) training and daily guidance to assigned staff to promote and implement effective, efficient and successful project management skills and techniques
- Promote opportunities for and monitor professional development to ensure individual employees improve job performance and increase technical skills.
- Foster and promote professional mentoring of assigned staff, and offer training recommendations to the PPD Program Manager.
- Work closely with DES Procurement and Contract Specialists to ensure data collection and contract compliance with established DES goals and objectives.
Project Management and Contract Administration:
- Perform routine and periodic site visits and perform inspection of existing buildings and other state-owned or managed facilities.
- Develop, review, and monitor project-specific scopes of work, work schedules, and engineering cost estimates for assigned major capital and minor works projects, and technical assignments.
- Oversee and manage all phases of project delivery and the successful completion of assigned capital projects and technical assignments, including planning, budget development, design, permitting/approval, bidding/procurement, construction, and close-out.
- Provide oversight and assist professional consultants and contractors in the development of, and with the monitoring of, defined scopes of work, delivery schedules, and cost estimates.
- Perform reviews of work products prepared by assigned staff, facilities planners, private consultants, or public works contractors for a wide variety of public works and facility improvement projects and technical assignments. These work products may include architectural and engineering design plans and details, technical specifications, special provisions, engineering cost estimates, permit applications and SEPA checklists, bidding and contract documents, shop drawings, and other project-specific studies, reports, or supporting documentation.
- Review, evaluate, and approve project invoices, contract amendments or change order proposals, and field authorizations for major capital and minor works projects, and other contracted activities.
- Prepare budget summary worksheets, bid comparisons, and cost-to complete estimates to ensure capital project-related expenditures are monitored and remain within capital budget allocations and authorized spending limits.
- Prepare, implement, and modify (as necessary) internal and external project-specific communication plans by working collaboratively with DES’ Planning and Project Delivery team, B&G Property Management team, DES’ Communications team, DES’ Executive and other divisional teams, campus stakeholders, special interest groups, and public.
- Prepare project-specific construction punch lists, identify warranty claims, and resolve matters relating to substantial completion, final (physical) completion, and final acceptance necessary for the proper and timely closeout of assigned major capital and minor works projects, and other contracted activities.
Financial and Budget Management Activities:
- Assist the PPD Program Manager, PPD Assistant Program Manager, FPS Assistant Director, and DES’ Finance team with the preparation, review, and submittal of decision packages, biennial budget requests, and fiscal expenditures/budget reports.
- Review fiscal data and financial statements, which generally includes salary and benefit costs, maintenance and utility expenditures, debt service, other direct and indirect costs, to maintain a positive budget position for various planning projects and assignments.
- Provide oversight and assist assigned project managers and professional consultants in the development of, and with the monitoring of, defined scopes of work, fee schedules, and cost estimates for major capital and minor works projects, and contracted maintenance-related activities.
- Work collaboratively with DES’ Finance division to develop cash flow data and perform investment analysis for assigned capital projects and other assignments, and assist in the preparation of documents and instruments relating to long-term debt financing (including capital or special purpose bonds, certificates of participation (COPs) or alternative funding of capital projects).
Qualifications
Required Qualifications:
- A Bachelor’s degree with major study in architecture, engineering, or construction management from an accredited institution; AND
- A minimum of six (6) years of progressive relevant professional experience; AND
- A minimum of two (2) years of organizational leadership or experience supervising professional staff.
**Note: Additional qualifying education may be substituted, year for year, for experience at the agency’s discretion
Special Requirements/Conditions of Employment:
- Must have a valid driver’s license.
- Must be a Professional Engineer or Registered Architect licensed in the state of Washington or be eligible to apply for professional licensure as Professional Engineer or Architect within three years of hire.
