Detailed Job DescriptionPOSITION SUMMARY
The Health and Safety Program Manager provides overall management and expert advice to ensure a safe and healthy living, working, and learning environment for all students, faculty, staff, and visitors, while minimizing RIT's impact on the environment. The Health and Safety Program Manager's primary responsibilities will involve the management of Occupational Health and Safety:
Occupational Health and Safety: Occupational Health and Safety consists of programs that positively affect general safety and health. Programs include, but not limited to, hearing conservation, respiratory protection, confined space entry, electrical safety, fall protection, blood-born pathogen safety, lockout/tagout, machine guarding, powered industrial trucks, hazard communication, personal protective equipment, and 3-D printer safety.
However, the Health and Safety Program Manager's responsibilities may at times involve other duties as assigned or required in one or more of the following health and safety programs:
- Environmental Compliance: Environmental compliance consists of protecting the natural environment and fostering sustainable use of material, environmental, and energy resources. Programs include, but not limited to, hazardous waste management (medical, universal, animal, electronic), air emissions, wastewater discharges, asbestos control, chemical inventory, storm water management, pesticide application, wetland permitting, spill prevention control and countermeasure, and recycling/sustainability.
- Fire/Life Safety: Fire/Life safety consists of fire prevention, regulating fire sources, and inspect and maintain emergency systems in the place of a fire. Systems include, but are not limited to, office of fire prevention and control annual inspections, fire alarm tests, fire extinguisher inspections, hot work permitting, and flammable material storage inspections. Fire/Life safety also consists of the automated external defibrillator (AED) program and crowd management.
- Laboratory Safety: Laboratory safety consists of ensuring safety within the campus laboratory environment. This includes, but not limited to, managing the campus laboratory chemical hygiene safety program, radiation safety, biosafety, and laser safety.
MAJOR RESPONSIBILITIES
- Manage a proactive health and safety program(s), to include developing and implementing program objectives, approving action plans, writing compliance policies/procedures/protocols, and serving as RIT campus expert in health and safety.
- Develops and presents training and education materials to support to operations in the development and execution of consistent safety management programs. Work directly with faculty and staff to advise on compliance measures.
- Ensures RIT campus is compliant in health and safety local, state, and federal regulations/codes. Actively monitors changing regulations and ensures RIT implements changes. 15%
- Review projects, grant proposals, construction plans, etc. as appropriate to determine and address health and safety risks.
- Assist in development, implementation, and success of the EHS management system.
- Leads the reporting of compliance activities. Utilizes data to track health and safety trends and improve compliance. Manages compliance audits.
- Perform inspections, leads investigations, and develops corrective actions.
- Responds to incidents as needed.
- Serve on committees and project teams to further the health and safety of the RIT community.
- Support other environmental health and safety programs.
- May serve as designated safety officer or assistant safety officer for RIT's Emergency Management Team.
- Perform other EHS duties as assigned such as reviewing RIT events for safety and being available for 24 hour emergency response.

Bachelors degree-Environmental Health and Safety, or directly related field
Experience
5 years of directly related experience in health and safety program(s)
Specialized Skills:
- Knowledge of related EHS laws and regulations/standards
- Knowledge of related health and safety equipment, policies, procedures, inspection process, and strategies to promote health and safety
- Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
- Ability to meet deadlines while managing multiple priorities
- Ability to work both independently and as part of a team.
- Skill in use of computer databases, compliance software, and Microsoft office
- Skill in public speaking and technical writing.
This position:
- May include the generation, handling, disposal or other management of hazardous wastes. Hazardous wastes could include, but are not limited to, chemical or paint wastes, regulated medical wastes, universal wastes, electronic wastes, used oil or any other waste material that is determined to be a hazardous waste.
- My be required to complete a program of classroom instruction and on-the-job training that will instruct them to perform hazardous waste duties in a way that ensures RITs compliance with the requirements of the Resource Conservation and Recovery Act (RCRA). This training program will include initial training within 6 months of assignment in this position and annual refresher training provided by RIT Campus Safetys Environmental Health & Safety Department.
- May be required to complete training and have the appropriate certifications/credentials in accordance with state and federal regulations if serving as a designated safety officer.
PLEASE NOTE: The individual hired for this position will be required to have a pre-employment Motor Vehicle check, and the Motor Vehicle Report must clear
RIT's Safe Driving Policy. (see Page 4)
