The Center for Social Sector Analytics and Technology, (CSSAT) founded in 2019, provides the social service community with the tools and knowledge needed to address pressing information and systems challenges. Its approach integrates systems thinking, state-of-the art quantitative analysis, and an understanding of human and institutional behavior into its methodologies. CSSAT is a collaboration between the School of Social Work and Washington State’s Department of Children Youth and Families (DCYF).
The University of Washington School of Social Work and CSSAT have an outstanding opportunity for two (2) Software Engineers. The position will support the ongoing development and operation of a cloud-based ecosystem of secure tools and data stores that support child welfare service providers, researchers, and DCYF. The flagship of this suite is a web service called Sprout (https://www.sproutservices.org) that streamlines the process of providing child welfare services, while enabling data collection that can provide a basis for improving those services. Remote work is allowed, within the United States.
In addition to DevOps responsibilities, this role requires working closely with technical resources at DCYF, researchers and data scientists, and administrators and providers of child welfare services. The Software Engineer will need to develop a working knowledge of the complex social services landscape. The engineering team is small, so the position requires flexibility, pragmatism, frugality, and the ability to operate independently.
The Sprout platform is a key component of the developing relationship between the School of Social Work (and the University of Washington as a whole) and the DCYF, and a crucial source of data in the effort to improve outcomes for at-risk youth.
Duties:
• (60%) DevOps -- own the full life-cycle (design, test, implement, deploy, support, automate) of the Sprout platform and related components. • (20%) Data Engineering -- design, implementation, and administration of databases, data stores, transfer infrastructure and automation, to support user-facing services, as well as analytics, metrics, and reporting. • (10%) Information Security -- develop, review, and maintain protocols, procedures, and tools to ensure HIPAA compliance. • (10%) Team/Community Immersion -- provide ad hoc support with an eye toward building subject-matter awareness and experience. Must be able to step in for the Tech Lead and provide technical, operational, or decision support.
MINIMUM REQUIREMENTS:
Bachelor's Degree in Computer Science or related field. Equivalent experience may substitute for degree requirement. 6-8 years of relevant work experience to include: • DevOps • Full stack development • Cloud-based platforms • Data security • Database design and administration • Systems/network administration • Process automation

Some of the core technologies we currently use are: •Node.js, React, Redux, Express, Sequelize, PostgreSQL, Java, Ruby, Bash, Perl, R, HTML, CSS, JSON, Docker, AWS (S3, KMS, RDS, SQS, Route 53, CloudFront, EC2), Aptible, and GitHub •Experience with any of these would be very helpful. •Prior experience with social services, child welfare, and at-risk youth. •UX design experience, especially responsive web-based design is highly desirable.
