Job Purpose and Summary
This position is responsible for documenting, analyzing, researching, planning, designing and maintaining the Information Technology (IT) Department’s enterprise technical architecture environment for the Pennsylvania Turnpike Commission (PTC). Work includes developing, documenting and communicating technology baselines, standards, policies, procedures and practices. Work is performed with considerable independence and reviewed for attainment of program goals, completion of projects and overall performance.
Essential Functions & Responsibilities
Administers and maintains the IT Service Management process(es) to ensure quality service delivery and mitigation and/or minimization of risk to production systems. Establishes metrics of success and monitors to ensure best practices/standards are followed, deployed, documented and monitored.
Coordinates and facilitates cross-functional teams of IT resources dedicated to researching emerging/innovative technology and business solutions and plans, ensuring compatibility with baseline technology architectures. Engages staff to raise awareness of change management and the standard processes for support.
Develops, administers and assists in the enforcement of IT Change and Incident/Problem Management standards, policies and procedures. Aligns change management methodology with the project management office (PMO) to ensure consistency across teams.
Coordinates Change Review Board (CRB) activities for changes that will impact the enterprise. Assists in the design, implementation and monitoring of new systems/system changes needed.
Provides technical consultation and research services to support others with project/operational initiatives. Provides support in the evaluation and analysis of proposed hardware/software technology projects to ensure alignment with the strategic enterprise technology plan and enterprise technology architecture.
Tracks black out windows, outages, patches and other events that will impact systems. Communicates upcoming events to the CRB.
Develops and maintains enterprise application architectural models, processes and documentation. Supports the implementation of applications and infrastructure architecture based on requirements and IT strategies. Identifies and resolves gaps and pain points with current methods.
Generates reports and develops recommendations to improve quality adherence.
Serves a key member and actively participates in meetings by providing feedback and recommendations for improvement when it relates to change, release, incident and/or problem management issues.
Maintains an awareness of industry trends and emerging technologies to ensure that the PTC remains current with information technology trends and directions that may benefit or adversely impact the organization.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.

Physical Demands and Work Environment
Position demands include frequent speaking, writing, reading reports and working at a computer. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Occasionally works outside of normal business hours for specified work assignments.
Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.

Education and Licenses
Bachelor’s degree in information technology or related field. Equivalent combination of experience and/or education may be accepted.
Minimum Experience and Abilities
Six (6) years of IT experience in a large systems environment which includes three (3) years of experience in technology analysis, planning and architecture development methodologies. Equivalent combination of experience and/or education may be accepted.
