UC Online is a path-breaking initiative that delivers online instruction to undergraduate students in a leading, multi-campus research university in a manner that meets its high standards for academic excellence, educational effectiveness, and student engagement and success. Initially framed as a research-oriented pilot to hone and assess a genuinely next generation online learning experience, the initiative transitioned in 2013 into an ongoing operation serving UC students and enable registration into online courses hosted across UC campuses.
Central to UC Online's success is a learning management system in which instruction, learning, and faculty and student engagement will take place. The LMS will integrate best-of-breed solutions (e.g. for learning objective delivery, content and assessment delivery, data collection and evaluation) and articulate with other systems and tools / applications that support the academic enterprise (e.g. Panopto video platform, proctoring systems, adaptive learning systems, eTextbook platforms, mobile technologies, interactive video, online conferencing and media sharing, discussion boards, digital library).
The Learning Technologies Manager is responsible for conducting ongoing research about learning platforms and technologies, analyzing faculty and student needs, articulating business requirements for the LMS and associated tools, and facilitating the successful implementation and continuous improvement of the Learning Management System and associated tools and applications provided to UC faculty, students and UC Online partner programs in the online learning context. The Manager acts as a key intermediary between users (faculty, students, instructional designers, and owners of learning applications and technology interfaces) and technical product development within UC Online or at the campuses.
The Learning Technologies Manager will report to the UC Online Director of Instructional Design and Technology Development and work closely to support the ongoing strategic and systemwide online initiatives of UC Online, the departmental digital initiatives within GUEA, and UC Online's UC partners, such as UC Merced Extension, and UCI Merage School of Business. The Manager will participate on teams of chief information officers, educational technology directors, and instructional technologists whose members are geographically distributed across the nine general campuses of the University of California and the Office of the President.
UC Online is a unit within the department of Graduate, Undergraduate and Equity Affairs (GUEA). GUEA provides leadership and support for efforts that advance UC equity and inclusion, that promote access to and successful completion of baccalaureate and graduate degrees, and that help to provide an exemplary student academic experience.
Having wide-ranging IT expertise, serve as a project leader or subject matter expert to perform the most complex analytical activities from one or more IT areas of specialization, focusing on educational applications. Conducts research into learning technologies and platforms, identifying opportunities to engage faculty and students through technology tools, and advance UC Online's endeavors as a thought leader and online course service provider to UC systemwide programs across the campuses and within UCOP. Defines detailed implementation and development goals for the learning management system and its associated applications, including streaming video, working with the online teaching & learning designers and faculty, and others to ensure the LMS meets instructional and student learning needs. Acts as Product Manager for the LMS, the video streaming service, and associated learning applications, responsible for prioritizing and phasing development work (in collaboration with the Assistant Director of Technology Development), delivery and evaluation of new products and features, and roll out and customization of learning platforms and tools. Provides Level 3 24x7 technology support for LMS users, including login and access issues, bug analysis and reporting and resolution with vendors, troubleshooting issues with instructional designers and faculty/TAs and other users of the system. Manages enrollment data, monitors incoming enrollments, conducts bulk data uploads or manual faculty, TA, student user additions to courses. Provides standards of use, training, and assists with course and video delivery through the LMS and video platforms. Defines requirements and development goals for associated learning systems and external applications, working with the teaching & learning design team, faculty, and other campus academic technology leaders to enhance the LMS with best of breed learning applications that add significant value to the LMS and support student learning success. Acts as UC Online's primary account manager with LMS and other platform and tool providers in developing RFPs and analyzing proposals; negotiating license agreements; defining requirements for extended module integrations; maintaining ongoing relationships and licenses that ensure successful partnerships. Ensures ADA compliance on all tools and technology and assists teaching & learning designers by developing guidelines for content accessibility. Oversees security configurations and ensures security of student learning data and personally identifiable information (PII) with vendors, following UC data security guidance. Analyzes complex learning applications and evaluates new learning systems. Tests/debugs complex applications, programs and learning systems and creates standards-based integrations (I.E.: LTI, API, Caliper). Directs and prepares technical oriented business requirements documentation and obtains approval from users/senior managers. Analyzes business problems to be solved with automated systems. Recommends changes in feature sets and data standards, access and security of learning systems and applications. May oversee the technical analysis work of IT professionals. Guides the gathering of information during the discovery and requirements stages. Regularly leads analyses to help determine approaches, trends, and uses of technology tools used in online courses.
Communicates with owners of campus-based learning systems and shares insights, information, and research. Communicates with learning technology providers and coordinates pilot projects with faculty of online courses. Collaborates with thought leaders in learning technologies and shares information, research, and faculty and ID experiences. Manages the capture of analytics data from multiple systems (LMS, video, others) for use by faculty and UC Online research evaluation team and management. Coordinates with and train technical staff on LMS and associated tools functionality, and work with the Director to advise on general platform users' training needs.
Possesses advanced knowledge of professional IT concepts. Broad knowledge of the IT environment.
Expert technologist with a demonstrable track record of bringing complex learning systems from requirements through design into scalable production.Thorough knowledge of educational technologies and academic information resources including those that support learning and student and faculty success.
Ability to analyze opportunities for and recommend new technologies and partnerships that add significant value to UC Online's suite of learning systems and applications and that produce engaging learning opportunities.
Excellent organization and product management skills as demonstrated in the articulation of business requirements, scoping needs and proposing budgets, establishing matrices of capabilities and success factors for analyzing technologies, contributing to strategic decisions for platform development, and communicating value across campuses with faculty and technology leaders.Collaborative, focused, results-oriented with strong coordination skills.
Strong written and verbal communication skills to convey technical information in a clear and concise manner. Ability to interface with senior level personnel on matters of significance.
Outstanding interpersonal skills and political acumen necessary to interact well with a wide range of constituents from faculty to teaching & learning designers, service providers, vendors, software engineers and technologists.
Experience with building academic courses and multiple application integrations using LTIs, APIs, and Caliper in learning management systems, particularly Instructure's Canvas, and supporting faculty/TAs during academic terms.
Experience with video streaming platforms, such as Panopto, from an operational, technical, and training perspective.
Teaching academic credit-bearing higher education courses via Learning Management Systems.
Bachelor's degree in computer science, information management or related field and 10 years' of experience in education technology environments; or an equivalent combination of education and experience.
Master's degree preferred.
SALARY AND BENEFITS
Salary: The recommended salary range is $135,500 - $159,500 commensurate with experience.
