Position Title: Distribution Designer 1A,1B, 2 or 3 Reports To: Distribution Design Manager Number of Openings: 1
Responsible for: The Distribution Designer is responsible for providing regional level construction staff administrative and technical services and assisting with other duties as assigned by the Distribution Design Manager. This position is classified as Hybrid, allowing an employee to perform work from their home for the position, and is non-exempt as defined by the Fair Labor Standards Act as amended.
(These positions form a regular progression of training and experience with each position being accumulative of the previous positions regarding key accountabilities and duties, broad scope, specific focus and position specifications.)
Distribution Designer 1A - Key Accountabilities & Duties: Broad Scope • To provide Region level construction staff administrative and technical services and assistance to the Region Line Manager. • To design and prepare member extensions in a manner which results in prompt, efficient and reliable service. • Participates in training and safety program and may contribute anything that may be beneficial for the safety of fellow employees. • Plans, as far ahead as possible, work to be done in such areas as staking, securing right-of-way easements, and relations with other utilities, government agencies, and departments. • Keeps well informed about developments in the field of construction, operations and maintenance through reading trade publications, visits to other cooperatives, participation in meetings with other engineering personnel and attendance at seminars, workshops, and educational programs. • Responsible for seeing that the designs are done in such a manner as to provide a proper balance between safe and reliable service and economical cost of construction. • To assist in the design, coordination, and construction of projects and to assist in the preparation of engineering and operations documents. • Observes all Safety Rules and Regulations adopted by the Cooperative. • Observes all work rules adopted by the Cooperative.
Specific Focus • Advises potential consumers about Cooperative rates and service specifications, and analyzes their requirements. • Draws up work orders and prepares staking sheets for all new line construction where applicable. Provides Region Line Manager, work crew leaders, servicemen, and/or warehousemen information necessary to accomplish work scheduled and assigned. • Secure right-of-way easements necessary for routine construction of proposed distribution lines, and other easements as directed. Sees that the interest of member and/or landowners and the Cooperative are taken into consideration in securing easements. • Works to maintain mapping accuracy. Ensures accuracy and completeness in designing member and line extensions for posting to maps when construction has been completed and performs any other system changes necessary to insure map accuracy. Sees that map alterations and revisions are current and up-to-date. • Investigates territorial questions with other organizations and reports to other parties or employees of EnergyUnited as necessary. • Negotiates and coordinates with other utilities during construction projects to ensure minimal conflict and interruption of service. • Schedule locates through NC 811. • Follows work order processes and procedures as they relate to work flow, construction standards, and staking methods. • Prepares supporting documentation necessary for work order completion (UG agreements, SL contracts, UG space allocations, etc.) • Initiates pole transfers within NJUNS. • Designs layouts for overhead and underground lines to serve residential lots. • Design single-phased distribution lines in accordance with system specifications, including National Electrical Safety Code requirements and RUS specifications. Routinely stakes service drops, security lights, short extensions and routinely works alone. • Responsible for coordination of services, simple primary extensions, and simple relocations with property owners, developers, businesses and other agencies necessary for providing electric service, and being the contact person for the project. • Performs other duties and responsibilities as requested or directed.
Distribution Designer 1A Requirements: • Must be a high school graduate or equivalent. • An ASET (Associates of Science in Electric or Electronics Technology) degree or comparable degree from an accredited institution or other field closely related to either electricity, civil or electrical engineering, or drafting preferred. • Minimum of three (3) years related job experience preferred. • Experience with a rural electric construction crew and/or position of distribution designer desired. • Electrical design experience in both overhead/underground and secondary/primary or a related field is desired and preferred. • Knowledgeable of aspects of electric power distribution line construction, overhead and underground, primary and secondary, and pertinent construction specifications to include national RUS construction units and specifications preferred. • Knowledgeable of the National Electrical Safety Code preferred. • Basic knowledge of electrical theory in order to properly size conductors and transformers preferred. • Knowledgeable of load analysis and load balancing for new load to ensure system balancing preferred.
Distribution Designer 1B - Key Accountabilities & Duties Same as Distribution Designer 1A, plus the following: • Prepares cost estimates for line construction and relocations. Consults with Distribution Design Manager on all job costs as needed, especially jobs over $1,000. • Responsible for procuring encroachments required for the district construction program. Obtains the necessary railroad and highway permits. • Receives and field checks joint use requests of Cooperative facilities by other utilities. Reports attachments not in compliance with specifications to the Region Line Manager. • Receives and reviews requests for removal of joint use facilities, and determines if request is valid. • Submits requests to other utilities for joint use of their facilities. Checks construction for compliance with contract agreements.
Distribution Designer 1B Requirements: Same as Distribution Designer 1A, plus the following: • Minimum of three (3) to five (5) years related job experience preferred.
Distribution Designer 2 - Key Accountabilities & Duties Same as Distribution Designer 1A & 1B, plus the following: • Designs and assists in the coordination of small system improvement jobs that consists of distribution line changes and copper replacements and assist with larger system improvement projects. • Coordinates staking line relocations with State, Federal, and County Highway Engineers. Prepares plans and estimates for billing purposes in accordance with DOT specifications. • Designs and coordinates the construction of small single-phase subdivisions and small developments.
Distribution Designer 2 Requirements: Same as Distribution Designer 1A & 1B, plus the following: • Minimum of five (5) to six (6) years related or actual job experience preferred. • Minimum of three (3) years related work experience with a rural electric cooperative, consultant working for a cooperative, or other related work for a utility or construction company. • Electrical design experience in both overhead/underground and secondary/primary is required. • Knowledge of the National Electrical Safety Code required. • Knowledge of electrical theory in order to properly size conductors and transformers required. • Knowledge of load analysis and load balancing for new load to ensure system balancing required.
Distribution Designer 3 - Key Accountabilities & Duties Same as Distribution Designer 1A, 1B & 2, plus the following: • Acts as a lead person in the district in coordinating the activities of the other Distribution Designers activities and work. • Takes a roll in the teaching and development of other Distribution Designers in the region. • Responsible for evaluating, staking, and coordinating transmission line maintenance. • Assist Distribution Design Manager in developing, editing, and maintaining construction units and standards. • Stake, coordinate, and assist in the closing of work plan construction projects in the region. • Work with the Warehousemen and contract construction crews to build and close out all work plan construction projects assigned for a time period. • Assist other regions with the staking and/or construction of routine work, special projects, and work plan construction projects as needed.
Distribution Designer 3 Requirements: Same as Distribution Designer 1A,1B & 2 plus the following: • An ASET (Associates of Science in Electric or Electronics Technology) degree or comparable degree from an accredited institution or other field closely related to either electricity, civil or electrical engineering, or drafting is required. • Minimum of ten (10) years related or actual job experience required. • Minimum of seven years progressively responsible experience in the designing, staking, and constructing of electric distribution system is required. • Experience with designing, staking, and construction of high voltage transmission lines required. • Electrical design experience in both overhead/underground and secondary/primary is required.

All employees assigned to an operational position in headquarters or in a district or regional office must make their domicile not more than a twenty (20) mile radius from their respective office. All employees who are subject to “on-call” duty must make their domicile within a twenty (20) mile radius from their respective assigned district, regional or headquarters office. “On-call” employees who have been approved with remote capabilities must make their domicile within one of the nineteen counties served by the Cooperative. • Ability to maintain confidentiality.
