| Location: Shoreland Job Description: - Supports the development of innovative data sharing platforms for biomedical research through execution of industry-standard project management across engineering and scientific teams, developing a deep understanding of research objectives, data, and software capabilities.
- Identify and raise risks with leaders, coordinating on planning for and documenting risks with appropriate stakeholders, including subject matter experts, senior leaders in the Center, and executive sponsors.
- Collaborate with other leaders and managers to reduce, remove, and track blockers for all subject matter experts working on assigned projects.
- Participate in management of SDLC as relevant to assigned projects.
- Support complex cross-team planning sessions for roadmap development and technical trade offs while identifying dependencies and risks.
- Plans, collaborates on, and facilitates various meetings and outreach events to present technical matters to business, scientific, and engineering audiences hosted on- or off-site and virtually.
- Ensures the appropriate approvals are in place for compliance, spanning numerous areas including, but not limited to IT security, data governance, contractual requirements, NIH guidelines, federal acquisition regulations, etc.
- Coordinate reporting of project documentation and deliverables across different media including, but not limited to project plans, activities, risks, requirements, deliverables, and dependencies; includes participating in manuscript preparation, grant proposal development, and other artifacts.
- Exhibit and continue learning applied project management and agile (or related methodologies and skills including, but not limited to, scrum master, waterfall, business analysis, kanban, XP) best practices with minimal supervision.
- Guides information technology changes and ensures the success of enterprise-level application rollouts. Works with University units and the client community to develop detailed business requirements.
- Uses depth and breadth of expertise in IT project management to build project plans, including budgets and human resource plans. Provides expertise on managing projects. Maintains project web presence, project archives and project documentation.
- Develops and ensures quality control of the project methodology and contributes to the further enhancement and application of the methodology.
- Manages the consulting services of vendors, including the development of a project statement of work and determines vendor resource requirements. Researches new software, products, or systems and may attend vendor demonstrations, in order to keep University IT processes up-to-date.

Preferred Qualifications Education: - Master's degree in a Computer Science, Engineering, Biology, or quantitative discipline.
- PhD in a Computer Science, Engineering, Biology, or other quantitative discipline highly preferred.
- PMP, CAPM, PMI-ACP, or other relevant agile or scrum certification.
Experience: - 3+ years increasingly advanced project management experience.
- 3+ years of client management experience.
- Experience working with open source software and public data releases.
- Grant and scientific or technical writing experience.
- Domain experience in software engineering and biomedical informatics or genomics.
- Experience managing a project funded by a federal contract or OTA.
- Experience with information security regulations like FISMA, FedRAMP, or NIST.
Preferred Competencies - Ability to take a broad plan or proposal and break it into incremental tasks and oversee the completion of each task.
- Knowledge of research platforms and biomedical IT programs.
- Ability to come into, and collaborate with, a team used to minimal supervision and oversight and ensure accountability for deliverables through partnership and influence.
- Ability to persuade subject matter experts to adapt new structures or systems in order to meet objectives.
- Ability to gain the trust of management in order to gain the authority to successfully coordinate the team.
- Project management knowledge, including a demonstrated ability to manage own time well and achieve objectives.
- Ability to assist onboarding of new staff.
- Strong analytical abilities, especially with respect to administrating information system projects.
- Ability to learn new content areas and new skills quickly and well.
