WE Are… The Electro-Optics Center (EOC) at Penn State University, located in Freeport, PA, is a division of The Applied Research Laboratory (ARL) and is an integral part of one of the leading research universities in the nation. We serve as a University Center of Excellence in Defense science, systems, and technologies with a focus in naval missions and related areas. As a DoD-designated, U.S. Navy UARC (University Affiliated Research Center), ARL maintains a long-term strategic relationship with the U.S. Navy and provides support for other services. What YOU Will Do… You will: Direct, monitor, control, and manage multiple projects and serve major DoD acquisition programs simultaneously; manage project requirements, scope, technical and costs risk, schedules, and stakeholder expectations; interact with subcontractors, resource managers, project engineers, technical tradesmen, etc. in order to track project cost and schedule milestones, maintain quality assurance processes, and keep the focus on delivering program commitments; lead and organize regular interactions and communications with Government Program Office stakeholders, project teams (internal & external), and EOC management towards the completion of work and in communicating status, results, and path forward; participate in the strategic planning process by providing input into strategic decisions for the Manufacturing Technology (ManTech) center and partners; analyze and evaluate vendor proposals for related work, determine the feasibility of proposals, and provide or evaluate cost benefit analysis as appropriate; provide recommendations to initiate and provide technical oversight for subcontracting and procurement planning and execution; lead configuration management, information management, test data support, documentation management, integrated logistics support, and quality assurance activities; prepare various reports, and assist with the development of success stories and transition plans; and create and present PowerPoint presentations to project participants, government panels, and stakeholders on a regular basis.
What YOU Need to be Successful… This position typically requires a Bachelor's degree or higher (Master's degree preferred) in an engineering-related field plus eight years of related experience, or an equivalent combination of education and experience for a level 4. Additional experience and/or education and competencies are required for higher level jobs.
Supervising in a manufacturing environment
Possession of a Project Management Professional (PMP) certification and/or Six Sigma certification
Knowledge of MS Project or other Project Management software
Management of projects, preferably in a DoD or manufacturing environment
Strong written and verbal communication skills
The ability to balance multiple priorities in a fast-paced environment
You will be subject to a government security investigation and you must be a U.S. citizen to apply. Employment with the ARL/EOC will require successful completion of a pre-employment drug screen. This is a one-year, fixed-term renewable appointment.
